This was directed to the 樓主, which I do not believe is me. Nevertheless here is my view.
1) 英語水平一般的孩子 can only improve through a lot of exposure to the language. This can come from a lot of listening, watching movies,reading, and eventually making friends with English speakers.
Studying French, if done at the expense of Chinese language activities, will have two benefits. It will take the child out of his/her Chinese language environment and it will make his/her mind more flexible and receptive to all foreign languages including English.
From my own experience, learning more languages has improved my abilities in all languages including English (my own). Learning Japanese improved my Chinese, and together they improved my ability to learn Swedish and German etc. So yes even a 英語水平一般的孩子 would benefit from learning French, AS LONG AS HE/SHE WAS INTERESTED.
2) I think French immersion can work for any child, except very poor readers and poor learners. For a 英語水平一般的孩子 it has the advantage of putting that child on an equal footing with ot her children, since all have to learn a new language. It is also likely that such a school will have fewer Chinese speakers which will benefit the 英語水平一般的孩子 as he/she will have a greater likelihood of making English speaking friends. -
