A Canadian man living in China is reportedly the subject of a police investigation for allegedly stiffing apartment renters out of their security deposits.
ShanghaiDaily.com reported that Ryan Fedoruk, 40, has disappeared, leaving many who were subleasing 30 apartments from him out about 340,000 yuan ($55,000). Fedoruk was renting these apartments in Shanghai from other owners, who appear to have evicted the tenants in the wake of Canadian's disappearance.
"They kicked us out in one night," an Internet user called Agathe, and claiming to be one of Fedoruk's victims, posted on a website devoted to finding Fedoruk, ryanfedoruk.com.
The Shanghai Daily report indicates there were more than 80 tenants for these apartments, and 45 have filed statements with the police.
Eva Gao, a lawyer in Shanghai who has been providing some assistance to Fedoruk's tenants, corroborated such details to Postmedia News when reached by phone.
"The police are investigating the case, but the police are not making an official comment on this yet because they just initiated the case," she said.
The Shanghai Daily story said Fedoruk, a former part-time English teacher, was renting the apartments mainly to other foreigners.
Photos of Fedoruk have surfaced online, taken from some of the social networks he had accounts with. One of those is Shanghai Fun Party, where Fedoruk's profile says he's been in China for 11 years and "love(s) it here."
Wu Dong, a local lawyer, was quoted as saying Fedoruk could be facing three to five years in jail before being deported back to Canada.
A man calling himself Manuel and claiming to be one of Fedoruk's victims, said his Canadian landlord seemed to live "an extravagant life."

In what’s believed to be a first for B.C., a judge has ordered a condominium owner to sell her suite because of an avalanche of complaints from other owners.
The strata council for a condo complex on Guildford Drive in Surrey took an owner to court after hundreds of complaints had been made about her and her 20-year-old son
“I specifically conclude from the evidence that the Jordisons’ conduct, including their obscene language and gestures, their interference with the activities of others, their spitting at other residents, the unacceptable loud and unnecessary noise they in their unit created, have unreasonably interfered with the rights of others who are entitled to enjoy in peace the common property, the common assets and their own strata lots.”
Affidavits filed with the court include complaints about loud banging, pounding on the floor, doors slamming and screaming and yelling coming from the Jordison unit. Among the incidents described, two pictures were dislodged from the walls of a neighbouring unit, nails started to loosen in one ceiling and some water leaked from the unit.
One neighbour complained the son was making sounds like a pig, which she concluded were directed at her, and another reported that she’d been called a “fat cow” and given the finger.
The judge ordered Jordison, who did not appear in court to defend herself against the legal action, to list her unit for sale within 30 days and sell it within 90 days after that, or the strata council can sell it for her.

业主在出租物业时难免会遇上麻烦租客,来自台湾的潘姓业主接受《星岛日报》记者访问时表示,他在2008年起出租温市中心一高层柏文单位。3年前有2个爱尔兰裔女租客租住该单位时,常往马桶倾倒杂物导致淤塞水浸,波及隔邻及楼下住户,结果要业主付修理费。维修期间,女租客以暂时搬出为由,要他出钱供她们在酒店住唡周。
签约前应仔细审核背景
潘先生只好提前与她们解约,他事後整理该单位时发现,放进洗碗机裏的碗盘仍有厨馀,而他在清理机器排水管时,甚至清出碎玻璃,令他只能再买一部新洗碗机。
另有一对西人情侣租客吵架,男方气得拿硬物在墙上打了一个大洞。他在唡人退租时,虽扣下他们押金数百元,但都不够付补墙费。
而洋名乔治的许姓业主(George Xu)租出在温东一低层柏文单位後,常遇到租客不準时交租的情况。他通常每月1号收租,如果5日内租客仍不交租,他会要求租客搬离。
令许业主最头痛的是,他的留学生租客往往晚上约同学,锎派对又高声谈笑,有时还会与女友吵架,因此不时有其他住客投诉。他只能劝告租客要遵守,晚上11时後到早上8时都不许喧哗的条件。他说﹕「只要好好跟对方讲,他们一般都能接受,但不久又会再犯,又要再去沟通。」
也有租客搬出後,把房间弄得很脏乱并在墙上乱钉挂架,破坏墙壁。他要花很多时间精力去打扫,甚至出钱请工人整修。不过,他犟调这些都是小问题,多年租屋经验让他在挑选租客时特别小心,避免日後的困扰。
半月赔偿按金 保障不足
在本拿比皇家橡树路(Royal Oak Ave.)附近拥有一幢柏文的张先生说,他有逾40个柏文单位租出,月租由800元至1,000元不等。他过去也多次遇到麻烦租客。唡年前,他曾有一白人租客欠租2个月後「失踪」,留下满屋烟蒂等垃圾,连咖啡桌、床垫等家具没搬走。另在10年前,有一白人租客在後楼梯纵火烧毁地毯,後来该租客搬走他也没追究损失。
张先生说,他情愿这些租客告诉他给不起当月房租,让他们就此搬走。否则,他可能还要花时间和精神去清理租客留下的家具等杂物,还要找地方存放这些杂物3个月,一来一回损失或高达3,000元,如果租客不交还大门、房门及车房钥匙,他还要负担换锁的费用。
他补充说,房客规定要交等於半月租金的损毁赔偿按金,对业主保障不足,省府应立例要求租客,先交至少1个月按金才较合理。他说,一旦遇到「租霸」或麻烦租客而被迫要告上法庭,也不知要花多少时间等待排期上庭。他希望,省府能对《住宅租赁法》(Residential Tenancy Act)作出修订,让业主权益得到更多保障。

由房东组成的卑诗租屋协会(Rental Housing council of BC)反对这项提案,协会主席史宾瑟(Amy Spencer)表示,10%不负责任的饲主放任宠物损坏房屋,省府才会在2004年规定,房东有权对养宠物的房客要求毁损保证金(pet damage deposit)。
她说,有的会员就遇过一些不愉快经验,例如新房客入住後发现屋内有宠物毛屑,让他们的孩子有过敏反应,将房东告上法庭。她认为要租给谁是房东个人的选择,她租房子也养宠物,但有宠物是「特权」(privilege),而非「人权」(right)。

麦葛文指出,新西敏市早已实施一套有效的市政附例,明确规范租房单位的结构安全、水电供应、房客健康环境,甚至包括养宠物的条文,让弱势的低收入租客拥有法例依据,避免遭房东欺压。
麦葛文说,虽然省府应该是保障或仲裁租客和房东纠纷的最终权力机构,但现行的住宅租客法案(Residential Tenancy Act)缺乏执行效力,往往造成吃亏的租客一方被迫和房东打官司。

- 时间: 2014-5-25 21:28A Surrey couple has learned the hard way that doing renovations without a permit can come back to haunt you.
An inspector ruled last spring that the back deck of Paul and Christine Vincent was not to code, and neither was the work done in their basement. Both renovations had been completed long before they purchased their Surrey home four years ago.
"We bought it as a finished basement. We didn't know it wasn't with permits, so we only found that out, after we were investigating about the deck and the door," said Christine Vincent.
The property disclosure statement provided by the previous homeowners stated they were not aware of any additions or alterations made without a required permit.
In the midst of their own massive renovation project, the Vincents now can’t get permits to finish the work until they get the city to sign off on the deck and basement renovation that was done by the previous owners.
"Inside I've done work, or want to proceed with electrical and plumbing permits, and I can't do that until the resolve of the deck," said Paul Vincent.
Although an estimated 70 per cent of renovations are done without a permit, many building industry experts warn that jobs done without them can be a recipe for disaster.
"The liability of somebody chopping off their arm, or killing themselves on your job and you being responsible for it, right down to, you know, the deck wasn't done right. There have been examples of that in the past. You've got 30 of your friends on it and it falls over. It can be a serious issue," said John Friswell of CCI Renovations.
The Vincents are now left with the hassle of trying to get the proper permits for work done long ago by a previous homeowner, who refuses to accept responsibility. They say they’ve been forced to take time off work to make several trips to city hall to sort out the issue. They’ve also had to get new engineering drawings in hopes of getting the city to sign off on a deck built 23 years ago. It’s a process that's costing them money and holding up their current renovations.
"I think it's just a lesson learned for us, you know, play by the book. Do it right and just do the permit thing," said Paul Vincent.
