This is definitely not true. The fact is the other way around. Victoria has less rain and warmer than lower mainland in general. Here is the data:
Total annual precipitation is just 608 mm (23.9 in) at the Gonzales weather station in Victoria, contrasted to nearby Seattle, (137 km/85 mi away to the southeast), with 970 mm (38.2 in) of rainfall, or Vancouver, 100 km (62 mi) away, with 1,219 mm (48 in) of rainfall. -

那为啥这边电视新闻报道中,岛上一到冬天又是洪水又是断电的.平均数据是没差了,但这是全年的统计啊,今年冬天richmond这里真是风和日丽的. -

如果大温地区50年内有8级以上地震,住哪里最安全?
还有Port Coq 也有许多洼地。Go to check the flooding map which will tell you a lot. 
Any building on rock would be much safer, not like Richmond the whole city is on sand...
