全加华人协进会(平权会)昨天发起新一轮名信片签名运动，号召人头税受害者及其后人向民意代表和政府表达公正对待历史错误、向人头税受害者平反赔偿的要求。人头税受害者指出，他们曾经为加国做出过巨大贡献的先人是历史上种族歧视政策的受害者，没有人“自愿”缴纳人头税。 平权会于昨天下午在中区华埠的嘉兰中心召开社区大会，向与会的近百位人头税受害者后裔及社区人士通报近期政府针对历史上各族裔所受不公正待遇而拨款2,500万元的情况。
平权会全国主席华文娟表示，平权会的立场非常明确，观迎政府拨款用于族裔和谐教育及表彰各族裔在历史上对加国的贡献，但这些拨款与平反人头税、对受害人家属进行赔偿是完全不同的两回事，不可混为一谈。人头税已经是加国历史上令人蒙羞的一页，如果今天的政府执意不肯道歉及赔偿，不仅持绩了历史的错误，而且有损加拿大的国际形象。
她表示，联邦多元文化部长陈卓瑜近日在各地访问谈及解决历史遗留问题时，只邀请一些支持其立场的华人团体参加，这不能代表全部的民意，也不是真正意义上的公众谘询，于事情的解决没有助益。他应该听一听真正的人头税受害者和他们家人的声音。她断言，如果政府执意以2,500万元分配给6个族裔作为解决人头税的最后方案，势必会引起尚健在的人头税受害人及其后人的极大愤怒。她表示，平权会由不同渠道得知， 2,500万元拨款中所提到的几个族裔社区内一些团体，以及全加华联内部的一些团体，也倾向平权会立场，不认同这笔教育基金可用于对历史遗留问题的“平反”。
一位在大会上发言的社区人士表示，联邦政府在处理人头税一事上拉拢一批华人社团，排斥另一些华人社团，有刻意在华人社区制造分裂之嫌。
74岁的刘来增表示，他的父亲是人头税和排华法案的受害者，自30年代回中国与妻子见过一面之后，直到1948年才团聚。刘来增不认同人头税是当年华人自愿缴交、愿意支付的费用，亦不相信寻求个人补偿会引起其他族裔的不满。他表示，华人当年所缴交的人头税是进了政府的库房的，这笔高达2300万元的收入可以买3个阿拉斯加，可以建造24个加西最宏伟的建筑──卑诗省议会大厦。华人的这些血汗钱曾用于加拿大的建设，令今天的加国人仍享受余荫。平反人头税仅是将政府当年错收的钱退给纳税人而已。他表示，若说自愿，在公平的社会里大家受到一样的待遇，才显自愿的真实。当年其它进入加拿大的族裔不需缴人头税，只有华人才有，这种情况下自愿已失去了其实质意义，成为被迫接受的种族歧视。

I am totally opposed to the government paying any money today to atone for policies that were in effect in the early part of the previous century.
The government of Canada in the late 19th century and early 20th century was under no obligation to permit immigration from any country. Canada was a part of the British Empire and was fully entitled to limit immigration to British citizens or people of European origin, or people of a certain level of education or income level, or any other criteria they chose.
Many countries still today have selective immigration policies based on race, ethnicity or religion. Even Taiwan, which is similar to Canada in that it is largely populated by people who emigrated there within the last 400 years, restricts immigration to people of Chinese ethnicity.
What is significant today is the fact that Canada has changed its policies. Today very little immigration comes from Britain or Europe. It comes mostly from Asia.
I am Jewish. In the late 1930s my parents, who lived in Czechoslovakia, wrote letters to countries all over the world asking for work and a chance to escape from the pending grasp of Nazism. My parents got into Sweden. Most of their friends and relatives, including my grandparents, did not get out and died in the concentration camps.
In those days most Western countries did not want the Jews. A boatload of Jews was turned away from Canada and the passengers went back to die in Naxi concentration camps. Those Jews would gladly have paid a headtax to come into Canada, and they would have been grateful to be allowed in.
I would not think of claiming compensation on behalf of Jews that were turned away and sent to their death because Canada at that time was strongly anti'semitic. I am confident that under the same circumstances today, the boat would be accepted. That is all that matters.
The world was a different place then. It was a more racist place. That was as true in China as it was in Canada.
The head tax campaign is a disgrace. It creates divisions in Canada. It seeks to perpetuate victim status for Chinese-Canadians. It is particularly offensive to me that recent Chinese immigrants, none of whom had anything to do with the head tax, are jumping on the band wagon. -

在自由党、保守党、新民主党和魁政克政团等四大联邦政党内，坦率承认人头税是一个“问题”、需要及早与华人社区协商解决的政党，事实上已有新民主党和魁政克政团两个。本届大选后的新情势，又为推进人头税平反提供新的契机。
自由党在过去十年执政时，在人头税问题上拒不向加拿大华人道歉赔偿，还说甚么“道歉意味著法律责任”，对于华人对加拿大建国的贡献一笔抹杀，更不承认人头税对华人造成伤害，连一句“对不起”也不肯说，态度可谓恶劣，难怪平权会要向联合国人权委员会投诉。
自由党此次在六二八大选后再度执政，已成为少数党，或许无法再像过去十年间一党独大时那样一味不顾历史曲直。该党想在国会通过议案需要友党配合，比如新民主党或者魁政克政团的支持。他们若在国会提出“解决”人头税问题的议案，自由党政府会遭受比过去更大的压力。
人头税对华人是不公平的，相信除过去的自由党政府外，没有人会对这一历史事实提出异议。当然，今日加拿大早已走出阴霾，让多元文化的阳光普照。不过，崇尚平等、自由、宽容、大度的加拿大人，对过去做错的事说一声道歉，也是该有的风度。
政府迟早要有人出来代表加拿大，向华人说一声“人头税错了，对不起”。那个党了了这笔账，相信会得到更多华人选票。自由党在华裔老侨众多的温东区连连失势，在人头税议题上的强悍也不妨检讨一下。

据平权会调查，目前全国缴纳过人头税的幸存者共有两位，一是住在温东区的关祥国老伯，行年九十有五，另一位住在爱明顿的老人院，据说行动已很不便。难道自由党真的想拖到身受其害的华人全都成为地下长眠的故人，让人头税的是非来个“死无对证”？(杨是农) -
