The bank has the right to adjust the interest rate of LOC any time. I received the similar letter from CIBC too. I also checked with RBC. They confirmed that they do have the right to adjust rate when necessary, though they have not done it. The bank may also adjust the rate differently for individual customer based on their records.
Having said that, the above rule does not apply to the interest rate of mortgage. -
