No, you don't need to 有公幹. You can apply for it by personal reason. for example, shopping, hiking, visiting friend, travelling etc.
They will check your background and decide if they give you. I have other friends(5+) applied too last year, and we all got it.

- All the members in that car need to have it. Otherwise, you need to you regular lane. You can't do "你自己開車過綠色通道，家裡人走過去"
Once you have it, you can use it in airport too, not only by land.
Even though you have it, you don't have to use it every time. You can choose to go Nexus lane or regular lane. -
