In 1962, Canada undertook an extensive review of its tax system with the establishment of the Royal Commission on Taxation. On the recommendation of the Royal Commission, Canada introduced a capital gains tax for the first time in 1972. Since then, capital gains have been taxed as ordinary income -- originally only one-half of capital gains were included as income. This inclusion rate was later raised to three-quarters, and most recently lowered to two-thirds in the last federal budget.
