今年，聯邦政府在ArriveCan應用程序上的總支出有望超過5,400萬元，這是政府最近所說數字的2倍多。

而政府管理承包商的做法，則引發了人們對透明度的擔憂。

據《環球郵報》報導，加拿大邊境服務局（CBSA）一名高級官員對ArriveCan應用程序的開支做了最新解釋。

邊境服務局最近向議會提交的報告稱，它花了1,970萬元開發該應用程序，並花490萬元用於程序維護。該2個數字是CBSA今年夏天之前提供的，共2,460萬元。

然而，聯邦政府的書面回應，增加了加拿大公共衛生局額外花費的490萬元（用於維護和推廣該程序），使總開支達到2,950萬元。

《環郵》的報導稱，對ArriveCan合同的分析發現，承包商中獲得最多聯邦工作的公司GCstrategies，是渥太華地區的一家公司，員工不到5人，它主要依賴數十家分包商完成工作。

然而，政府和該公司都表示，由於聯邦采購規則中的保密條款，他們無法透露分包商的身份。

最近幾周，邊境服務局在獲得與ArriveCan相關合同的公司數量方面，做出了相互矛盾的回應。服務局在今年夏天向媒體提供的名單，只有5家公司，最近向國會提交的一份文件，卻列出了涉及23家不同公司的27份合同。

聯邦保守黨黨魁說：現在我們發現 ArriveCan 花費了 5400 萬元——只是為了讓它“工作”。
