BC Hydro and Port Coquitlam Mayor Brad West confirmed the torrential rains had torn debris from the river banks and flushed them downstream. When they hit the culvert passing under Coast Meridian Road, they jammed, creating a bottleneck and spilling water over the road and into the neighbouring properties. -
