ICBC is an insurance company, not a charity organization. It should not cover 100% of the costs if it was not covered by the premium of the insured. People cannot enjoy both the lower insurance premium and the unlimited coverage of damages at the same time. Additional insurance should be purchased to have more coverage if people think the ICBC insurance is not enough. However, people would take chance by paying lower insurance until they got involved into accidents. They turn themself into crying babies.
