Much of the beneficiaryof the loans will be to pay the project builders who are generally thewell off countries with technical expertise. From the US it really has nothing to gain. It ispolitical pressure, but at the end of the day if Japan wants to succeedas a partner in Asia then it has to go with the crowd. The businesscommunity will continue to work with the Chinese, and the Russians Imight add. That is why almost all the eligible countries have confirmed their participation in the AIIB. If Japan joins it will literally leave the USA as the only outcast in the new financial structure. It's already a done deal, we will lose our reserve currency status, all of our ally's have jumped ship to the Chinese system. It's gonna be interesting but this happens all the time throughout history. Our standards of living will go way down and the true extent of the theft of the US coffers will be devastating. But we will rebuild, hopefully in a more honest way 。

The bank already has all the members and "conditions" it needs to go forward - with or without those that had previously been dismissive of this venture. Late-comers that walk in and pretend that they are holding any important cards seems more like counter-productive posturing than anything else.
People will join or withhold from such a venture based entirely on how potentially profitable it is likely to be, and based on the general response thus far (as well as the ledgers), they are already well-equipped with "a credible mechanism for providing loans". What is the point of the posturing?

First by joining Japan govt. wants to show they are ready to start mending the relationship with China and second is to show public at home that Japan is an independent and sovereign country, not US's puppet.
