在温哥华如果持有中国护照，有两个途径可以办理新加坡签证：

#	在温哥华领事馆办理，以下是我咨询领事馆后拿到的回复(请注意中国人属于LEVEL-1申请者）

Thank you for your inquiry to the Consulate-General of the Republic of Singapore Vancouver. As you reside in Canada, please see below for instructions to apply for Singapore visa through our office. You cannot apply for a Singapore visa while in Singapore, this must be done before hand.

PLEASE NOTE: The validity of your visa varies as it is up to ICA’s discretion. The flight itinerary allows them to determine when you’re entering/leaving Singapore and whether or not you need to re-enter. ICA will issue the visa accordingly. If there are any specifications (like a long-term/multiply entry visa) you would like to add, a short letter request may also be made and submitted; however this does not guarantee that your request will be granted.

Please apply a “maximum” of a month ahead (i.e. if you’re to land in Singapore in August, then you would need to apply in July) of the day you’re to arrive in Singapore to avoid delays. Please apply a “minimum” of 2weeks ahead.
The self addressed, tracked courier return envelope is only necessary to facilitate the safe return of your passport for LEVEL 2 applicants. If you’re not a LEVEL 2 this does not apply to you
Submit the visa application at our Consulate-General in Vancouver. If you are unable to travel to Vancouver in person, you may mail the following documents to the selected Mission by tracked courier i.e. either UPS/Purolator/Xpresspost, etc. (Fedex is NOT RECOMMENDED) *Please ensure that all requirements below are met:

1. Passport must have at least 6 months validity on it. We do require the original/physical copy in order to endorse the visa on Level 2 Applicants. To find out if you’re a Level 1 or Level 2 Applicant, please check the attached “Level Assessments”
2. Duly-filled application form 14A – please ensure that printing/writing on the document is CLEAR
3. 1 Passport-size photo, colored (35MM X 45MM)
4. $26 CDN for each application (cash, certified personal cheque, money order or bank draft, made payable to the Consulate-General of the Republic of Singapore)
5. Self-addressed return envelope (ONLY if you’re a Level 2 applicant and unable to pick up your passport in person) prepaid postage required by tracked courier i.e. either UPS/Purolator/Xpresspost (Fedex is NOT RECOMMENDED)
6. Flight details/itinerary including the departure date in Canada, transits and/or countries you’re visiting before you arrive in Singapore (if any)
7. Completed Letter of Introduction (formV39A *attached) *Note: If you do not have a local contact (Singapore Permanent Resident/Citizen) from Singapore, form V39A does not apply to you. You are not required to fill this form if you do not have a local contact. (scanned copy is accepted)
8. A CLEAR photo-copy of your passport particulars (front passport page with the expiry and photo).
9. Your contact details including email address and phone number on a piece of paper so that we may contact you if there are further requirements or so we may email you your E-Visa (E-Visas only Applicable to Level 1)
10. IF APPLICABLE: a
11. photocopy of your Permanent Resident Card or school/work permit

*** Please avoid stapling any and all documents to ensure easier handling of sensitive paperwork. Additional documents such as banking information, owned property, taxes, etc is absolutely Un-necessary. All required documents are listed above.

*** NOTE: If the purpose of your trip is for business, please have the person requesting for your presence or representatives of this person (Singapore PR/Citizen) to duly fill in the Letter of Introduction (Form V39A) with his/her name, signature, NRIC# and the company’s seal/stamp.

Note: After our Mission receives the documents, they will take at least 5 working days to process the application. Level 2 applicants may take up to 8 days.
If you’ve opted to use the postal method, please note that we will not be held responsible should the documents get lost in the mail

#	通过新加坡本地联系人网上办理：

新加坡联系人可以帮我网上办理（只适用有本地联系人的情况）。网上申请相对简单很多，我只要提供填好的１４Ａ表，护照照片页，签证照片，中国身份证号码，MRZ ID。MRZ ID 有点困扰人，但是用户指南里有详细说明。一旦递交后，会收到电邮确认并提供链接供查看申请状态。网上申请处理速度也很快，一天后我就拿到了9周的签证。

这里签证其他国家很容易，别入籍
