   Imperial Metals Corp. dropped the most since it began trading in 2002 after the Canadian copper and gold producer reported a breach in the waste storage facility at its Mount Polley mine in British Columbia.
   
   Imperial fell 41 per cent to $9.85 at 10:09 a.m. in Toronto. The Vancouver-based company earlier dropped as much as 46 per cent, the biggest intraday decline, according to data compiled by Bloomberg.
   
   The storage facility at Mount Polley was breached early yesterday morning, Imperial said in a statement, releasing an undetermined amount of water and tailings, the materials left over after processing ore to extract valuable metals. The breach has been stabilized, although the cause of the incident is still unknown, the company said today.
   
   Authorities have imposed a ban on using water from lakes and rivers in the area, according to The Canadian Press.
   
   The Mount Polley mine has been placed on care and maintenance and it is not clear how soon it will restore operations, Imperial said today. The tailings are alkaline with an average pH of 8.5 and are not acid generating, it said.

   尾矿库（Tailings dam）是用来储存矿砂的。
   
   除了一些铁矿和一些非金属矿外，矿石从露天矿，或者地下矿采出来，还不能直接用来冶炼，因为矿石含有大量的无用的成分，称为脉石。所以矿石需要经过破碎，磨细，然后用化学或者物理的方法把有用矿物分开。无用的部分就需要找个地方储存，这就是尾矿库。
   
   Mt. Polley的矿物处理厂每天处理矿量估计在一万吨到两万吨之间。按含铜矿物1%（金和银也在铜精矿中由冶炼厂分离提纯）计算，每天就有一万多吨细砂堆放在尾矿库。当然还有大量的矿浆水。

   尾矿库溃坝，在任何地方都是灾难性的。大家如果记得，前几年山西省发生了溃坝事故，一个副省长丢了乌纱帽。
   
   在中国，这样的事故一定要有人负责的，从丢官，到进监狱。

   尾矿库溃坝经常造成重大人员伤害，村庄被毁。
   
   加拿大这一点比较运气，矿石多少位于人烟稀少的地方。但是对环境的损害确实巨大的。

   有人说矿砂就是磨细的岩石，好像有道理，其实不这么简单。矿浆水里，一般含有处理矿物的化学物资，多少是有毒的。有的毒性还很大。
   
   矿物中还含有不少重金属，这些平常是锁在石头里的不会对人体和环境造成伤害。但磨细以后，他们就是放出笼子的小妖怪，对人体和大自然的生物有害。

    尾矿坝的设计，在北美是叫做岩土工程师，Geotechnical。在大温地区有不少高水平的岩土工程师。公司有Golder，KCB，Knight Piesold，AMEC，Hatch等。据说（没有经过考证）这个坝是Knight Piesold设计的。
    
    有这么多高水平的岩土工程师，溃坝的事故，按理说是不可能发生的。
