An Ontario family is out $1,800 after they arrived at what was supposed to be their new Vancouver Island home and discovered that it was littered with rat feces, bedbugs and even a syringe.

Penny Sandirfer and her husband saw their new Nanaimo rental home for the first time Monday after renting it through a realtor they connected with on Craigslist. They say they knew it was a fixer-upper, but didn't expect it to be uninhabitable.

"It never said anything about mould or that it had pests or bedbugs, or that there's urine and feces in the house, and so we didn't know. And of course we never knew that it had been occupied by drug users and prostitutes," Sandirfer said.

She said the couple had agreed by email that they would do some clean-up and renovation in exchange for reduced rent. A relative in Nanaimo offered to take a look at the property, but they could only see the outside of the home because there were people living inside.

"We called the city to make sure he owned the house, they said he owned the house, then we did a little bit of investigation on the man and found out he's a realtor. And we're thinking to ourselves, he's a realtor, come on, he's selling houses to people every day --surely he's not going to put us in a home that is trashy," Sandirfer said.

The family put down $1,200 for the first month's rent and another $600 as damage deposit, but the City of Nanaimo has now stepped in and declared the house at 787 Albert Street unfit for tenancy.

That means the Sandirfers and their four children don't have anywhere to live, or any money to get back home to Ontario.

"I just want to get my dogs and my kids and get a house," Sandirfer said.

Landlord Michael Lipnitsky acknowledges that his previous tenants did some damage to the house.

"I had five tenants who were on social assistance, and mentally challenged people do not clean up after themselves," he said.

But he insists he had a clear agreement with the Sandirfers, and is refusing to refund their money.

"I said I could do renovations and I offered it to them by email, and they said, ¡®No, we'll do everything by ourselves," Lipnitsky said.

"I'm refusing to be punished for these people having their relatives inspecting the place and promising to rent it from me two months ago."

It's not clear how long Lipnitsky has to bring the house back up to code, but neighbours say they're pleased the city has intervened.

Stranger offers up house to homeless Nanaimo family

After learning of the couple's story, Paula Ostojich offered to sleep in her basement to make room for the Sandirfers upstairs in the house

"It's just overwhelming, and I'm grateful someone would open their home up for us -- somebody that that doesn't know us," she told CTV News.

The couple says they agreed by email to do some clean-up and renovation in exchange for reduced rent and paid landlord Michael Lipnitsky $1,800 for a damage deposit and the first month's rent before leaving Ontario.

But Lipnitsky and his wife Irina are telling a different story. They showed CTV News emails that they say they sent to the Sandirfers, describing in detail the damage done by the three previous tenants.

"It has been sent to them that it's not suitable for people to live," Lipnitsky said.

He says he offered to do the repairs, but the Sandirfers wanted to do it themselves.

"I ordered the job with the contractor -- I have proof. I told him the job should go ahead; next day I told him to stop everything, they chose to do everything by themselves," he said.

Lipnitsky, a realtor, says he's been bombarded by complaints and threats since Sandirfer's story was publicized.

"All my business is my reputation -- it's been destroyed completely. I am absolutely out of business," he said.

For their part, the Sandirfers are accepting some responsibility for renting the home without seeing any photos first.

"I have learned the biggest lesson in my life. I will never, ever just trust somebody. I will definitely go further to check things out," Penny Sandirfer said.

A West Vancouver family is fighting to get their landlord to pay the bill after a sewage back-up caused serious damage and left them worried for their children's health.

Andy and Alia Chryssolor had just renovated the basement in their rental home when it flooded last week.

"We had sewage and dirty water coming from both the downstairs toilets, both the showers, and they leaked into the carpet and the play area where the kids play," Andy told CTV News.

The couple says their young daughters developed rashes and coughs after the flood, and the girls have been sleeping on the couch to avoid further problems.

Raz Depicciotto of 911 Restoration says that sewage back-ups this serious can cause major problems.

"When it comes from sewage, it can carry inside it things like E. coli, and those we know are very dangerous for our health," he said.

The Chryssolors contacted landlord Reza Morsheziam to ask for repairs, but he refused to fix anything.

Now the family is spending thousands to restore a home that already costs them $3,000 each month in rent.

"We're basically paying for the restoration with our money that we spend on food, so we've been living off fruits and vegetables for the last few weeks," Alia said.

But Morsheziam says the Chryssolors are to blame for the damage, and he shouldn't be on the hook for repairs.

"They put a whole roll of toilet paper in the toilet and the toilet was plugged. Now the responsibility is the tenants using the property," he said.

The dispute is heading to the Residential Tenancy Branch, where an arbitrator will decide who should pay for repairing the damage.

Nicky Dunlop of the Tenant Resource and Advocacy Centre says the tenancy branch will have to weigh several factors in making a decision.

"When you're looking at repairs, what's important is, is something broken because of regular wear and tear, or is something broken because of someone's actions or neglect?" she said.
